According to Moya, you need Wind Mystic Lapin's Wind Fruit in order to read the Dimensional Dictionary. She's also insistent that you be the one to open the book when you get it... Head to Caustic Garden and get the Wind Fruit.

Defeat Wind Mystic Lapin in Caustic Garden and obtain Wind Fruit 

Talk to Besherel in Besherel Magic Library
