Sylvia always keeps her promises, no matter how strange they are. She tells you that Armano ran off to get reinforcements from Dark Wind. While he may think that's a great idea, you know that Kerning City is still recovering from the attack, and Dark Wind is in no position to help out. It seems that Sylvia's contact is a gaudily dressed man in Kerning Interchange. See if you can find him.
