While searching for Humples in Majore Lake Park, I came across Billy, who told me a completely different story. It turns out the students being punished at the railroad tracks were actually delinquents who had been bullying Billy, and Humples were in fact champions of justice who came to Billy's defense...!! Luckily, a slip by Billy revealed that Humblis's Hideout is somewhere in an abandoned building in New Goldus. Head to New Goldus and find the condemned building.
